| Carey McDonald | procedural labor Folks, thanks you all for being here. I just wanna let you know we're gonna get started in just about five to 10 minutes. Just our previous committee meeting is running a little bit over So you're in the right place if you're here for the city council meeting and which will have a resolution on support for the encore strike. We're just gonna get started in about 10 minutes, sit tight. |
| UNKNOWN | & Co. |
| Carey McDonald | Colón Hayes online, can we just confirm that we can hear you? Councilor Colón-Hayes online. Can we hear you. |
| Town Clerk | Does she need to be... |
| Carey McDonald | Colón Hayes online. We just want to confirm that you can hear us. Can you unmute yourself and turn on your camera? Colón Hayes, can you hear us online? Okay, let's try that. Councilor Colón Hayes, can you hear us? |
| Karen Colón Hayes | I can hear you, but I think I have a double again. |
| Carey McDonald | Yeah. It's just very quiet. |
| Karen Colón Hayes | Hang on. |
| Carey McDonald | We're having a volume issue in the room. Can you say again, Councilor Colón Hayes? |
| Karen Colón Hayes | Hi. Can you hear me? |
| Carey McDonald | Yep. We got you. |
| Karen Colón Hayes | Thank you. |
| Carey McDonald | procedural recognition All right. We're going to get started everybody. Council will come to order. all rise and salute the flag. Please join me in saying the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, with God indivisible, with liberty and justice for all. Please remain standing for a moment of silence in honor of our veterans, our service members and those who have given the ultimate sacrifice. I believe we have one additional moment of silence from Councillor Crowe. Let me unmute you, Councillor Crowe. |
| Peg Crowe | recognition Thank you. during Council Secretariat this moment, but I really would like to take a moment to recognize and remember someone who is very special part of our community. Jackie Booley who passed away unexpectedly on Monday, September 28th. Most people if you ever went to All Season's Table, you knew Jackie. There was so much that could be said about Jackie and the impact she had on so many people Her obituary was beautifully written, and I truly feel it says so much about who she was and how she lived her life. There's certainly more to say but I'd like to share a few words from there. Jackie was known as a larger than life presence and very outspoken, she had the unique ability to light up any room and to make everyone feel comfortable She was a dedicated person in her work, in her family, in volunteer causes and in her friend group. |
| Peg Crowe | Jackie can make a friend no matter where she went at any time. At her memorial this year the story that when she went shopping at DSW, the shoe store with her daughter Jacqueline and they must have been looking for something very special and unique because by the time they left the store Jackie was friends with the salesperson exchanging numbers and making plans to go meet. So I think that's who Jackie was. She was truly someone who is there for all, for everybody, to offer guidance, to be a listening ear, a shoulder to cry on or somebody who just couldn't wait to tell you the next news or what's happening in your life. She was there for people in the good times and in the worst times. Jackie would want everyone that she loved to live their life to their fullest in her memory. |
| Peg Crowe | Her loss is profoundly felt by her family, her friends and so many throughout the community. She does leave her daughter Jacqueline and her son Jesse along with their partners, and of course her precious dog Rocky. She now rejoins the love of her life in her soul mate, her late husband Steve so please take a moment of silence for Jackie to honor her life and to hold our family and loved ones in our thoughts. |
| Carey McDonald | recognition Thank you. We honor and acknowledge the Massachusetts, Pennacook, and Pawtucket peoples whose ancestral lands we now call home and on which we gather today. We express gratitude to the indigenous peoples who have cared for this land for generations predating European colonization and continuing to the present Moving forward, we are committed to ensuring the histories voices and contributions of indigenous peoples are recognized and respected in our life of the city. You may be seated. Clerk would you please call the roll? |
| Town Clerk | procedural Thank you. Council, Colón Hayes? Council Condon? Yeah. Council Crowe? Here. Council Luong is not with us tonight. Council McDonald? Yep. Council O'Malley? Winslow, and Council President Amanda Linehan is not with us tonight. So we have McDonald, chairing this meeting. And we have Councilor Colón Hayes coming in via video call so all of the votes taken this evening will be by roll-call vote. |
| Carey McDonald | procedural Thank you, Clerk. Under the provisions of the open meeting law for those of you in attendance please be informed that Urban Media Arts will be recording and streaming this evening's meeting. Please be aware there will be audio and video recordings of the meeting Is there anyone present tonight who is recording in addition to UMA, Urban Media Arts? Anyone else recording? Yes we do have some recording. All right please be advised thank you very much. Anyone else? You're recording. Okay, we have multiple folks in the audience recording. Please be advised. |
| Town Clerk | Could you just raise your hand so that everybody around you can see? |
| Carey McDonald | procedural Thank you very much for doing this. You are permitted to record. It's a public meeting. We just want to make sure everybody knows. All right, first order of business. |
| Town Clerk | First order of businesses public comment that you want to take? |
| Carey McDonald | procedural First Order of Businesses, public comment. Public comment is allowed under council rules and each speaker is limited to subject matter relevant to the evening's agenda and must keep their comments to two minutes or less I want to note for my colleagues, we do have a lot of folks in attendance for one specific item of business and a counselor who needs to leave a little bit early. So my intent would be to take any public comments on the encore resolve and then to move that up in the agenda so that we can deliberate and vote on that, and then proceed with the rest of the agenda. Is there any objection to that? |
| Town Clerk | So we have one person signed up to speak on Encore, and then I have an email public comment on a different subject matter. |
| Carey McDonald | Very good. So let's invite our person here to speak in public comment Almond Pierre, please come forward. I'm gonna turn on your microphone and we ask you to state your name and where you live Street is okay, you don't have to give us the number and the city or town for the record. |
| SPEAKER_00 | You have two minutes. Thank you, councillors. My name is Alma Pierre and I live in Malden. |
| SPEAKER_08 | Can you tell us the street, Almond? Just which street in Malden? Lower Street. Lower Street, Malden. Thank you. |
| SPEAKER_00 | labor First, thank you for the opportunity to speak today. As I tell you my name is Almon Pierre and I work as at the Encore Casino as a cook. We are here today because me and many of my coworkers live in Malden, All we are asking this five star resort is for what the hotel workers in Boston already have. We are on strike for our future and the future of our families. One job should be enough for Malden families, thank you. Again, thank you. Thank you all. |
| Carey McDonald | procedural So I'd now like to take this proposed resolution out of order. The email was on a different topic. We'll go back to that. |
| Town Clerk | Please hold, I have to open the results. |
| Carey McDonald | labor Sure. So this will be paper 41626. Resolution expressing support for the strike of the Encore Casino and Resort workers of Teamsters Local 25, and Unite Here Local 26. |
| Town Clerk | labor Whereas Encore casino and resort workers are ambassadors the Malden and Greater Boston areas travelers and tourists, whereas over 1,400 members of Teamsters Local 25 and Unite Here Local 26 and who do the work at the casino and warehouse reflect the strength in diversity of the city of Malden. whereas Teamsters Local 25 and Unite Here Local 26 workers believe one job should be enough to live in the city they work in, raise a family and retire with dignity. And whereas after months of negotiation Teamsters Local 25 and Unite Here Local 26 have gone on strike indefinitely at the Encore Boston Harbor. Now be it therefore resolved that the Malden City Council go on record expressing support for the strike of Teamsters and Unite Here Local 26 workers in honor of the strike by not eating, meeting or sleeping at hotels while a labor dispute is in effect. |
| Town Clerk | labor And to join all picket lines and encourage all city residents and employees to do the same and be it further ordered that the City Clerk be in hereby is requested to forward a suitably engrossed copy of this resolution to the General Manager of Encore Boston Harbor. |
| Carey McDonald | Thank you. This paper has a number of co-sponsors, so I'm going to go to Councilor Taylor and then Councilor O'Malley for the paper, and then we'll go from there. Councillor Taylor. |
| SPEAKER_04 | labor Thank you I look at everybody out here today and firmly believe that one paycheck should be able to feed your family. I see the hundreds of you out there picketing and striking, and I think it's just really important that we stand with our residents. I think everyone knows that Encore workers hit home for me, this is personal. My husband was an Encore worker for many years. I see the work that you do I see what's expected of you, and I see that you deserve. So I was so happy. I was planning to put in this paper when Councilor O'Malley reached out to me to see if this is something we could do together to see the number of co-sponsors here really is amazing. And I'm glad that it shows that we will stand with the workers, with you and thank you all for coming out tonight |
| Ryan O'Malley | labor O'Malley. Thank you I just want to thank everyone who came tonight we really appreciate your presence and you're so welcome it is very rare that we have a full house and so thank you so much for making that happen Taylor, it's such an honor to co-sponsor this with you. Councilor Taylor was the primary contact with Local 26 Unite Here and I was a primary contact by what's going on in Encore. I previously worked at Encore when it first opened, helped unionize and I saw how they treated employees. And I had hoped that would have improved but it's clear as not There are so many ways in which they do not appreciate their workers and the way they treat their workers. whether it is like dangerous working conditions or the ridiculous point system, I am here to stand behind you guys. I know exactly what you're going through and it is absolutely ridiculous. The reason why Encore has their license is because they were supposed to be pro-labor |
| Ryan O'Malley | labor public works community services and the fact that they're looking to abandon labor now that they have made billions of dollars is absolutely ridiculous. And we need to take a really hard stand, and I appreciate all my colleagues standing with us when it comes to this. I think that it would be amazing if we could have a full sponsor of all of the counselors. We have some people who are missing, unfortunately for illness and I'm sure they would be supporting it if they were here tonight but I just want to say thank you. Thank you for all you do. |
| Carey McDonald | All right. I'm going to go to Councilor Winslow, then Councilor Crowe, then Councillor Colón Hayes. Councillor Winslaw? |
| Stephen Winslow | labor Yeah, I know when I've stopped by the picket line and in support I mean, just hearing that Encore has not been negotiating since the strike started. That really shows me not good faith and just knowing a basic ask to be paid what other workers doing the same in our area and good union jobs. You're not asking, you're asking for very reasonable things and we as a council need to speak up for that. So, um, that was why I was when it happened to go by, I mentioned it to one of your union reps and really said hey, we're going to be here next Tuesday It's great to see the great turnout. I'm glad that you're all here, and Malden is a strong Union town. and so forth. |
| Stephen Winslow | labor to stand up for local folks against a national company that needs to be fair to its workers. Thank you, Craig. |
| Peg Crowe | Councillor Crowe. I don't have much more to add, but definitely thank you for coming out. And and I do believe one job at a living wage is really paramount. And I just I said, oh, I must've missed my opportunity to co-sponsor so as O'Malley just asked, I would like to co-sponsor and I just said to my colleague Councilor Condon he was like he wanted to do that too. He was going to press this button so thank you please add us to that in your support. Thank you so much for all the work that you do and really sticking to it to making sure You are making it better for yourselves in the next. |
| Carey McDonald | education Counselor Colón Hayes, are you able to unmute yourself? Hold on one sec. We want to make... Are we muted down there? |
| Town Clerk | We're muted here because it makes an echo in the room, but we're not muted here. |
| Carey McDonald | Councilor Colón Hayes, we're trying to make sure we can hear you. We just can't hear you right now. |
| Town Clerk | Do you think we're going to get... She's not muted, but she's on in two different... I see that and that causes an echo if we turn that on. But the mic up here is working and you can see because it's picking up language here. |
| Ryan O'Malley | but that's the microphone, not the speaker. |
| Town Clerk | Okay. |
| Carey McDonald | Can you try now? Go ahead. |
| Karen Colón Hayes | labor Okay, I'm gonna be really brief I just am sorry, I'm not there on purpose. We stand behind you 100%. And thank you for coming out and you will see probably most of us on the picket line at some point. Thank you again. |
| Carey McDonald | recognition O'Malley for the second time. I move to adopt the resolve. We have a motion to adopt the resolve by Councillor O'Malley, seconded by Councillor Sica. Just briefly from the chair before we take the vote I just want to say y'all are the lifeblood of our communities. And we've seen you out there literally, of course 24 seven on that picket line fighting for what should be yours fighting for your families and your future. And we want you to know that this city is behind you, the people of this city are behind you. I really thank my colleagues for bringing this forward. This couldn't be an easier vote to take. We are with you all the way. Thank you. Clark, would you please call the roll? |
| Town Clerk | Councilor Colón Hayes. Yes. Councilor Condon. Yes Councilor Crowe. Yes Councillor McDonald. Yes Councilor Sica? Yes. Councilor Taylor? Yes Councilor Winslow? |
| Carey McDonald | Yes Okay, that is unanimous support That is a unanimous vote The resolve is adopted Okay, I think we'd like to take a group picture together. So we're gonna take a brief recess and we're going to do that. We're gonna stand in front here and then someone who hopefully has tall arms can stand behind the podium and try to, that might be Jamie, and try take a picture. So we're gonna stand right up here, thank you. |
| Carey McDonald | procedural All right friends, we're gonna bring the council back to order here. We're going to bring the Council back to Order as folks are exiting. it is a public meeting, so you're welcome to stay but you may have other things that you choose to do which would be fine. Yes. Thank you. All right, we are gonna proceed with the rest of our council agenda. So we're going to return to public comment where we left off in just a second here. |
| Carey McDonald | and I believe we had one more public comment that was submitted by email to read. Is that right, Carolyn? That is correct. Okay. |
| Town Clerk | housing So our remaining public comments of the evening says, I am fully supportive of item 411-26 appointing Jim Tarr as an associate member of the planning board. Jim is a devoted public servant with the keen and sharp perspective on how to make our community safe and accessible for all. It would be huge asset for our community to have Jim's perspective on something as long reaching as our city's housing goals Warmly, Katie Dillon, 198 Mount Vernon Street. |
| Carey McDonald | procedural Thank you. Next item of business is the Consent Agenda. This evening's consent agenda consists of meeting minutes to be approved four appointments to be placed on file, one appointment to be referred to personnel and three petitions to be refered to the License Committee. does any councillor have a desire to remove any of these items from the consent agenda for the purpose of further discussion? No one has asked to remove anything from the consent agenda. Thank you all so much, and we do have a motion from Councilor Sica? to approve, seconded by Councilor O'Malley. We do need to do a roll call vote since Councilor Colón Hayes is online. Are you ready, Clerk? |
| Town Clerk | procedural I am and I just want to note for the record that Councilor Taylor had to leave early tonight so she's vacated We still have seven in attendance, which is still a quorum. So Councilor Colón Hayes? Yes, sorry. Councilor Condon? Yes. Council Crowe? Yes Councilor McDonald? Yes Councillor O'Malley? Yes Winslow. Okay, so that has passed. |
| Carey McDonald | procedural All right, the consent agenda is approved. Moving on to the next order of business I do just wanna let the public know if they're watching this, the agenda if you did not see this update was revised today we removed a couple of things on the agenda because Frankly, we were not confident we could make quorum for the whole meeting and didn't want to be in a dicey situation there about our ability to conduct votes on key papers especially anything that would require supermajority. So those will be scheduled for, I think those are all planned to be rescheduled for the 20th? At the next full council meeting. But that was the reason for the change just wanted to be transparent about that. So next we have motions, orders and resolutions. Next order of business. |
| Town Clerk | Paper 415-26 be it ordained by the Malden City Council that the Code of the City of Malden Title II Chapter 24 is hereby amended by adding section .075 Assistant Department Head Salary Schedule and inserting the following 11 positions as written in the body of the paper. |
| Carey McDonald | procedural Councillor Winslow for the paper? Yeah, I make a motion to refer this to Rules and Ordinance. Winslow makes a motion to refer this to rules and ordinance by Councilor Crowe. Clerk, would you please call the roll? |
| Town Clerk | Council Colón Hayes? Yes. Council Condon? Yes McDonald, O'Malley, Sica, Winslow. That paper has been referred. |
| Carey McDonald | Thank you. Next order of business? Enrolled ordinances? |
| Town Clerk | environment public works be it ordained by the Malden City Council that the Code of the City of Malden, 11.20.030A Water Bill's annual inspection of premises is hereby amended by striking at least once each year and replaced with monthly. |
| Carey McDonald | procedural Winslow has made a motion to ordain this paper. Seconded, is there any conversation on the paper? It's just a reminder to folks, this was just to conform to current practice. We had enrolled this at the previous council meeting. All right, I think we're ready to vote. Clerk would you please call the roll? |
| Town Clerk | Certainly. Council Colón Hayes? Yes. Council Condon? Crowe, McDonald, O'Malley, Sica, Winslow. That paper has been ordained. |
| Carey McDonald | Thank you. Next order of business. |
| Town Clerk | procedural Paper 417-26, Committee Report. the standing committee on finance in a joint session with rules and ordinance to whom was referred papers 385 and 388 series of 2026 having considered the same make the following report. the joint committee recommends paper 385 out favorably to the full council. Committee additionally recommends paper 3-8-8 out favorability with the following amendments is three, change the term financial management team to financial offices, add the words and anticipated liquidity needs to the end of 3.10.07b and change the word may to shall in section 3.10.08. |
| Carey McDonald | procedural budget Thank you. As the chair of the Finance Committee, I'll be able to give a brief summary about this deliberation but we need to take a vote to receive the committee report. So moved by Councilor Crowe, seconded by Councilors Winslow Clerk, please call the roll. |
| Town Clerk | Councilor Colón Hayes? Yes. Council Condon? Yes Councilor Crowe? Yes Councillor McDonald? Yes, Councilor O'Malley? Yes Counselor Sica? Yes Consul Winslow? Yes Okay thank you. |
| Carey McDonald | budget environment We received a committee report So these are two papers related to establishing special funds that will allow us to track and manage our finances more transparently and more consistently. So the first is 38526, is about creating a solid waste enterprise fund that's the trash and recycling so that we can much more clearly see how much money we're spending on curbside pickup and how much we get in from stickers and bags. And right now that gap is about $2 million out of about 3.8 million in expense so it's a pretty significant trash deficit that we have, that we are then contributing to from the general fund. So this allows that managed over time and is something that the council had discussed previously, and the administration gave us the language to put this forward. So there's no appropriation to either of these funds, it's just a create the vehicle for the fund. |
| Carey McDonald | budget public works The second is to create a reserve and stabilization fund framework which has two types of funds within that, a special fund for capital projects as well as an overall reserve and stabilization fund. And it sets some expectations for when we would vote on appropriations to those funds that would happen typically in the late fall. That's after the state would have certified the amount of what's technically called free cash, but cash reserves that we have that's a defined process by the state. Once that is done, then the council can make decisions based on the proposals of the mayor to put money into those funds that would then be able to be spent. The capital budget would have an appropriation or a spending plan attached to it. Reserve stabilization funds would still require a super majority to spend from that, and could be utilized as part of, for example, future budget process. |
| Carey McDonald | But we would know how much we're adding to that when we know how we had leftover from the prior year. and I just wanna note the changes there. We clarified that, the draft used the term financial management team we wanted to clarify who that was and so it's financial officers any officer appointed under the city code or charter that has a financial function. We added, as part of the report that we'd like to get from the administration anticipated liquidity needs meaning how much cash do we need to have on hand? Right now our cash reserves are serving multiple functions. They're the emergency short-term capital reserve, they are They're the, you know, the savings account for when unexpected disasters hit or court judgments. There are also some of our long-term capital planning funds and they're the cash reserve for just making sure we can make payroll every month. So we really just want to pull all those pieces apart and separate them out so that they can be consistently managed and documented. |
| Carey McDonald | procedural And then just to be clear, the report to the council is not optional on that we absolutely would like to see it. So those were the proposed and so on. So that's the committee report, though it had unanimous support in committee. Clerk could you Read the, did we read the next order of business? We have to read 385. Okay. |
| Town Clerk | environment Paper 385-26 be it ordained by the Malden City Council that the Code of the City of Malden Title III Revenue and Finance is hereby amended by adding 3.05 solid waste enterprise fund. |
| Carey McDonald | All right, I will go to Councilor O'Malley on this paper. |
| Ryan O'Malley | procedural recognition I just wanted to thank the Clerk for this format of summarizing the amendments I think that's really great process improvement. It's nice to be able to see what happened in committee in a way that doesn't, I don't have to click so good job. Yep, definitely in support. I would move that we enroll, but don't want to stifle any conversation. |
| Carey McDonald | That has been moved by Councillor O'Malley, seconded by Councillor Sica. Is there any... Yeah, thank you. |
| Town Clerk | It's the second one that's been amended, not the first one. |
| Carey McDonald | procedural to clarify there are amendments, but not for this paper. Those will only be for the second paper. So is there any discussion before we take a vote? |
| Town Clerk | Seeing none. |
| Carey McDonald | All right. |
| Town Clerk | Councilor Colón Hayes. Condon, Crowe, McDonald, O'Malley, Sica, Winslow. Okay so that paper has been enrolled. |
| Carey McDonald | Excellent. Next order of business? |
| Town Clerk | taxes be it ordained by the Malden City Council that the Code of the City of Malden Title III, Revenue and Finance is hereby amended by adding 3.10 Reserve and Stabilization Fund Framework. |
| Carey McDonald | procedural All right. Now we need that motion to amend. Thank you, Councilor Crowe. Seconded by Councilor Winslow, presumably as defined in the committee report? Thank you. Any discussion on the amendment? Clerk, would you please call the roll? Certainly. |
| Town Clerk | procedural Councilor Colón Hayes? Yes. Council Condon? Yes Council Crowe? Yes Counsel McDonald? Yes Councillor O'Malley? Yes Winslow. That paper has been amended unanimously. |
| Carey McDonald | procedural education Paper is amended. Any further discussion on the paper? We have a motion to enroll by Councilor Winslaw, seconded by Crowe. |
| Town Clerk | Councilor Colón Hayes? Yes. Council Condon? Yes, Council Crowe? Yes Council McDonald? Yes council O'Malley? Council Sica? Yes Yes. Okay, thank you that paper has been enrolled. |
| Carey McDonald | That paper has enrolled excellent thank you all I think these are important developments in the financial management of our city best practices next order visit is the docket clear? |
| Karen Colón Hayes | That is your docket |
| Carey McDonald | My goodness. Is there any desire to take a tabled paper off the table? |
| Town Clerk | procedural I don't know what's going on with this petition. I can give you an update on this petition Yes, Caroline would you please? It's in Ward 5 it belongs with Councilor Taylor She has been in contact with National Grid. Not sure they're ready to move forward on it just yet, but it is a work in progress. |
| Carey McDonald | public safety procedural Thank you so much. So we will keep that on the table for now. that's the only table diner. So I'm gonna go to personal privilege next before then, I just wanna briefly announce the format for next week's meeting so next week is going to be a committee of the whole it will be televised and that's gonna be the meeting when we move forward with the resolution that was passed to have a presentation on our flock camera system. So, we will have the Chief of Police, the police commissioner, I believe and Detective Lieutenant who's responsible for the Flock Camera Program, as well as our legal department present. So that will be a committee of the whole. Counselors will be able to ask questions You can ask them live, you can send them in advance if there's specific data that you're hoping to be included. I do expect there will be a presentation from the police department about this to begin and I want the public also to know this is not a public hearing meaning |
| Carey McDonald | procedural we don't automatically take public comment or folks have, this is not members of the public asking those questions. You are welcome to email your city councilors and ask questions or send comments in for the record but it's not a public hearing, it's a meeting of the council as a committee to be able to engage with our city staff about this. That is the planned format for the meeting. Did anybody have... Does someone have a question about that or are you raising your hand for, excuse me, personal privilege. Personal privilege, yeah. Got it, got it. Okay, great. Okay. Okay, so we're gonna now move to personal privilege. So I'm going to do Councilor Sica, Councilor O'Malley, Councilors Colón Hayes, Councillor Crowe and then Councilor Winslow. Councilor, Sica? Thank you. I am going to unmute you. |
| Jadeane Sica | recognition community services Thank you. Okay, so I've had a ton of people over the past week ask me what they can do to honor Jackie Booley's life and aside from The Bread of Life that was posted in her obituary She's had another thing that's been near and dear to her heart for the last five years, and it's the Jaden Britta White Foundation. Every year, Jaden's mother hosts a basketball shootout over at it's not Habit Pack, what is it called? |

I'm sure most of these councils are gonna put in a trunk I'm just plugging it. And so we always look for more trunks the more that we have, you know, the more fun it is. So you can reach out to me and we will put you together |
| Peg Crowe | but come on down so that will really kick off I think, on the 24th and 25th. Really the Halloween festivities because there's a lot going on. So thank you so much. |
| Carey McDonald | Thank you, Councilor Crowe. Councilor Winslow? |
| Stephen Winslow | public safety transportation community services Yeah, a few things. Amazingly great events this past weekend so kudos to Councilor Sica and Councilor Crowe for working on the Public Safety Day along with the police and fire The Malden River Works, that dedicated team. It's an amazing result and amazing project there. and thank you for the patience from Maldonians. There was a lot of traffic because of the Brazilian election, just to heads up on that there if you saw the news It's a runoff, so that means on October 25th our Brazilian residents and those from around will be back in the community to finalize that vote. Just be aware of that. Just a few other things related to traffic tomorrow is International Walk to School Day, so there's going to be a lot more kids out there walking and Councilor Linehan |
| Stephen Winslow | public works labor education sent out a whole list of schools and that. So beware at key spots around 730 in the morning, there's gonna be a lot of kids gathering. That's a great event just shows that I'm always amazed I found out just this week a national grid is going to start work on Lebanon Street from basically almost up near Swains Pond Road down to Weber Street. that's going to be starting next Monday. And that is going to continue through January, so they're digging up the gas main So Carol Ann, be aware. |
| Stephen Winslow | transportation I did ask National Grid and our engineering department to provide any updates to me in terms of any traffic management plans and stuff like that but there's a lot of people coming down Lebanon Street and they can't come down Lebanon, they're gonna come down Main Street. So it's going to be just something we gotta be aware of and be prepared for but it's just something that'll be just be aware of, it'll start at as early as seven in the morning and go till four in the afternoon. So there will be some busy times so that's something new. And then yeah those are some things coming up and also just wish everybody a happy weekend. Thank you, Craig. |
| Carey McDonald | public works recognition All right, anybody else? Just from the chair. Can't echo enough what a beautiful celebration it was for the Malden River Works project and so many folks contributed that as special kudos to the planning team who over years just built the support to make this such a jewel of our community. And I am leading a group to walk to Forestdale and making sure my kids get out of the house early enough to make that meet up time at 730 So yeah, walk, bike and roll to school day. Everyone every quarter gets bigger so if you are taking kids to school I encourage you to join. And I will just wish everyone a happy Italian American Heritage Month, and a happy Indigenous Peoples Day next Monday. And with that I think we can entertain a motion to adjourn. So moved by Councilor Winslow, seconded by Council Condon. Clerk, would you please call the roll? |
| Town Clerk | Councilor Colón Hayes. I'm sorry, I muted her. |
| Carey McDonald | Just a second, Councillor Colón-Hayes. You can give us a thumbs up. |
| Town Clerk | There we go. Thank you. Councilor Condon. Crowe, McDonald, O'Malley, Sica. Winslow. Okay, we are adjourned at 751. |
| Carey McDonald | procedural 751, we're adjourned. Thank you everybody. You went so easy on me for filling in for Council President Linehan. Have a great night. |
