Legislative Affairs Meeting 11-24-25

All right. This is the Committee of Legislative Fair in Elections. This is Monday, November 24, 2025. And we're at 545. I have Councilor Van Campen. I have Councilor Marchese. And we have Councilor Rogers. We have a quorum.

Please join me in saluting the flag.

Pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. All right, we have one item on the agenda, and this is a order offered by Council Stephanie Martins as president, not requesting the confirmation of the appointment of Gabriel Ponce-Limas. as a member of the Transportation Advisory Board for a term of one year expiring November 30th, 2026.

Okay, we do have the appointee with us. Gabriel, nice to see you tonight. Long time no see. Do you want to have the appointee before us? Would you like to hear from him or any questions?

Sure. Motion to invite the appointee.

Okay, motion's made and seconded to invite our appointee before us. All in favor? Opposed? The ayes have it. Okay, and we do have Gabriel's resume, if you would please. And I just want to say, if you would indulge the chair, that I know Gabriel quite well, and I think he'd be an exceptional member of our Transportation Advisory Board, so I'm in favor of his appointment.

Through you, Mr. Chair, can I ask a question? Sure. So this is your new appointment to this board, correct? So you'll be a new member. And I don't know if you'd be able to answer this necessarily, but maybe somebody can. Why is it that this particular... Board is only a one-year appointment.

Hi, Eric Molinari, Transportation Planner in the Transportation Department. So when we were putting together the legislation for the committee, I just wanted to make sure that I could keep people engaged because I had to fill the committee pretty quick and just wanted to make sure that you know People felt it was a commitment they could make so I didn't want to make it longer than one year. That was kind of the thought process behind it. That's why it's only one year.

And is that working out for you, or do you think that you would change that at any point, or would you like to keep it at one year? Because I know that this is a relatively new committee, but it's a very active one, which I'm pleased to see. Yeah.

Yeah, yeah. So far, everybody's been pretty engaged. I would be open to making it two years. I think the one thing, I have had two members of the committee who haven't been all that active. They haven't come to a lot of meetings. I haven't thought through the process of what it would take to get somebody off of the committee if they kind of failed to communicate for however so long. So that's something I'd be open to if you wanted to have a discussion about it.

Okay, we can continue that later, but Councilor Van Campen puts in a good word for you, and I know that I've been to a few of the meetings, so we look forward to having you, and I would make a motion to go forward with favorable action.
