| SPEAKER_04 | Thank you. |
| SPEAKER_04 | That was the whole agenda for tonight, how they finished. |
| SPEAKER_04 | Thank you. |
| Holly Garcia | Madam President, I motion to open public participation. Second. |
| Stephanie Smith | Motion made and seconded. |
| Town Clerk | There's all the members. |
| Stephanie Smith | procedural recognition Motion made and seconded to open public participation. All those in favor? Aye. Opposed? The ayes have it. Will the clerk please tell us who's on the list? |
| SPEAKER_04 | We have speakers on both lists. |
| Town Clerk | Five on each. So under agenda items, first speaker would be Peggy Serena. |
| SPEAKER_04 | Are we doing both or just one? Just one. |
| Stephanie Smith | We're going to try to follow the rules tonight. |
| SPEAKER_20 | community services Good luck. Michelle Wooden announced the Community Beneficence Agreement with Kraft. They're getting in Boston $48 million over the next 15 years and an additional commitment around project design review Local Hiring and Regional Transportation Coordination. Substantial infrastructure improvements in Sullivan Square and Charlestown prior to the stadium opening and fund all public safety and transportation management cost for stadium events. The final agreement, $13 million in direct payments and a new permanent per ticket revenue service for the city, which is expected to total $34 million in the first 15 years. Follow the groups following the Crafts Group initial offer of $750,000 in a one-time payment. This is what Boston gets. What does Everett get? A council that talks about a station for fire and police that the people of Everett would pay millions for. |
| SPEAKER_20 | Another host agreement that does nothing for the people of Everett. So why... So what do we do? We don't give them the permits to build it. We stop it. You want to rename Pope John a historical building after a person who got arrested in Florida because they might give you a few dollars, then put our children in that building? It's crazy. If you vote for this, you should not immediately resign from the council. This person is supposed to be worth over $11 billion. You kept the historical name of St. Teresa's. Why not Pope John? There is only one answer to the finding out what happened with the upper monies. Bring in the feds. The federal government has the tools to do this type of investigation. Our last election was supposed to be about transparency. Let's get some. You don't want a data center because of the amounts of water and electricity being used. But you weren't worried about water and electricity and sewage when you allowed thousands and thousands of apartments to be built |
| SPEAKER_20 | budget public works and I'm fully occupied. Where are you going to get the money for the abatements when they come due? We're broke. We don't have the money. Thank you. |
| Stephanie Smith | Thank you, Ms. Serino. |
| Town Clerk | Our next speaker is J.P. Becta. |
| SPEAKER_04 | Thank you. |
| SPEAKER_18 | Good evening. I'll be very brief on agenda item number seven. I agree that we ought to be very careful with data centers. They use a lot of electricity and water. Maybe instead of just prohibiting them in docklands, we should have a moratorium on building them anywhere in the city until we get a better idea of how much of our resources they're going to use. on agenda item number eight. Yes, let's hear how these assessments were conducted. For three houses in the same neighborhood, two saw their assessments increase by over 6%. and the house next door saw only a 2.2% increase in their assessment. Guess whose house that was. Thank you. |
| Town Clerk | Our next speaker is Diego. |
| SPEAKER_04 | Hello, this thing is on, all right, awesome. |
| SPEAKER_15 | Hi, my name is Diego Maldonado. I'm actually a neighbor of yours in the city of Malden, but I felt it was appropriate as well to speak about the data centers as well. I'm going to make it brief, but I'm highly against the creation of a data center within the city of Everett. There's plenty of evidence to show that not only does this not create jobs for people who are within the communities that surround it or within the communities that actually it resides in, the amount of water that it uses up and the amount of electricity will only make the utilities for the people who live within these communities rise up over time and in fact it's only going to make it a lot more difficult for people to live within these communities. It's already difficult enough for us to Live. The economics is showing us that people are struggling paycheck to paycheck. And if these cause people to have to pay more out of their paycheck and choose whether or not they're going to have another meal on their table or if they get to pay gas in their car, This is not something that's going to be sustainable. Thank you. |
| SPEAKER_09 | Next, Stephanie McCullough. |
| SPEAKER_00 | Hi, guys. I gave you all a brief novella with some sources to support why I think a data center in Everett is a risky move for the long-term security of both our water and our grid infrastructure and our future growth and development. There's a lot of sources that indicate that due to the infrastructure upgrades that a project like this would require you could see utility rates spike by up to 25%. for Residence, which has taken money out of our pocket to support private development, not a fan. There's also lots of evidence to support that data-centric instruction can basically consume as much electricity in the city as anywhere from 80,000 to 800,000 homes. So when you're talking about the impact of one apartment complex versus one data center, this is not even... comparable to any other industrial projects that we have in Everett. |
| SPEAKER_00 | zoning environment Additionally, with water, there's lots of towns that have reported basically 30% of their water consumption for their entire city. being linked to a data center. The laws in Massachusetts right now don't require transparent reporting about the electric or the water usage. So that's something I think we'd really need to dive into as far as what we're signing up for. before we endorse any kind of project like this. So please do update the zoning to reflect the risks that data centers provide here as well. In addition to the impact on utilities, we're already an environmental justice community and data centers are linked to worsening air quality and the city as well as noise pollution. So please take all that under advisement. I'll email you this so you can just open up the hyperlinks and do your own research, but this could be really, really negative and have long-term implications for our future growth and development. Thank you. |
| Town Clerk | That's all for agenda items, Madam President. We have non-agenda items. |
| SPEAKER_04 | Our first speaker on non-agenda items will be Peggy Serino. |
| SPEAKER_20 | taxes This is my tax bill. It went up almost $1,000. I have a two bedroom, one bath house, and my taxes went up over 4%. I'm sure yours went up just as well. If you rent, I'm sure your rent will be going up. Now, I understand the guy in the corner office with his many bedrooms and baths on Abbott Ave went up 2.2%, while some of the guy in the corner office's neighbors went up over 6%. Does this sound right to you? Remember, I have a two bedroom, one bath house. I feel that Millie Cadillo and Frank Parker have to appear before this board and they need to explain what assessment courses they have actually taken that qualify them to do their job. And I would like to know how much their assessments went up. If they don't appear, this has been a problem in the past, dock their pay. This is part of their job, and if they don't do it, they shouldn't be paid. |
| SPEAKER_20 | taxes Enough is enough, and the people of Everett have had enough. Why do we have such a hostile environment for our small businesses? And it is hostile. They are getting killed with these assessments and taxes. Commercial taxes are the highest in the area, and these new assessments, increases in taxes, are going to put some of our small businesses and others... out of business, and others are holding on by the skin of their teeth. Plus, host agreements don't do anything for this city. Why do our taxes double in 10 years? We need a moratorium on the building and buying. We need to cut all budgets by at least 10%. We need a comprehensive plan for the city. If you don't think this is true, Look at the cities and towns around us that are doing Prop 2.5 overrides. People of Everett cannot afford a Prop 2.5 override. |
| SPEAKER_20 | budget housing If you don't think this is necessary, why don't you just put up signs telling the elderly who are living on Social Security and pensions and families that can't afford three and four thousand dollars a month rents to move out of the city. They aren't welcome here because city government is willing to get their budgets under control. You need to get the budget under control. |
| Town Clerk | Our next speaker is J.P. Becta. |
| SPEAKER_18 | transportation I didn't introduce myself last time. J.P. Becker, Hancock Street, Denver. I'm talking numbers. 6,250. is the number of people that would need to come through from Sullivan Station through Sullivan Square to the stadium if there were three other transportation options available, which we cannot count on. Those 6,250 people would require 200 buses. Picture 200 buses in Sullivan Square. 99. That street is Route 99. Is the state going to give us permission to clog it up on game and concert days? 91 is the Mass General Law chapter relative to the Mass Department of Environmental Protection. |
| SPEAKER_18 | education I sent their report on the stadium I've read it. Have any of you? The Mass DEP has some concerns about the usages in that area. 750,000. In 2022, the report said they spent 750,000 of our ARPA money on student jobs. I couldn't find where they spent that anywhere. I couldn't find where they spent it. They didn't spend it on student jobs and I cannot find that. We got $47.1 million in ARPA funds in 2021. We should have gotten interest on those. I can't find where that interest was accrued, how much it was, or where it was spent. |
| SPEAKER_18 | education recognition Where is it? And finally, if we're going to renovate Pope John as a school, could we either leave its name as Pope John or give it a name that has some community significance? My suggestion is the Trentini Memorial Junior High after the two residents who died on 9-11. Thank you. |
| Stephanie Smith | Thank you, Ms. Spector. |
| Town Clerk | Our next speaker is Larissa Nix. |
| SPEAKER_02 | environment What I'm going to speak about is not taxes or any buildings or anything. What I'm going to speak about is the problem that we've had and continue to have, which is the city is dirty. and everyone says the city is dirty. The city is not dirty. It's the people that live in it are dirty because they're littering. You cannot... The trash bins are overflowing. We couldn't have guests Christmas or New Year's because they had to actually push the trash bins to get into the house. Now if you're going to have eight family houses, they need more than six barrels and two recycling And when that building was being converted to eight families, The person had the mayor's father, who didn't live anywhere near there, saying it was a good idea. Our counselor never showed up. |
| SPEAKER_02 | environment taxes We had no representation. So now we have an eight-family house. Then we have a... Twelve people, and it's litter everywhere. I just don't understand. Even coming in here, it's dirty. City Hall. Everett Square. It's completely, I just don't understand what all of you are doing to address these issues. You have the school is a mess. The neighborhoods are a mess. I don't understand anything. I'll pay taxes. You charge me taxes, and if I see something improve, I'll pay it. But I'm not gonna pay taxes and walk through that Everett Square. It's a mess. And I'm not gonna pay taxes and pick up somebody's garbage because it's blowing into our yard. |
| SPEAKER_02 | I don't have any babies, so I don't know why there are dirty diapers in my, I know why, but it's just absolutely ridiculous. Do something. I just, I don't know. Do something about the neighborhoods. Thank you, Ms. Nix. |
| Town Clerk | Our next, our next. Thank you. Yes, I can address, yeah. So we are aware that there's an audio issue at home. I've been assured by ECTV that it is recorded and that would satisfy our city audiences. So we will be posting the video. as immediately as we can after this meeting ends. So there is an audio and video recording. Just the live stream is having some issues. So just so you're aware. And our next speaker is David Sinitalaka. |
| SPEAKER_19 | public safety recognition I'm going to be really brief, so I'll just stay here. So happy new year and good evening, council presidents, counselors, mayor who is here, school committee, and legislative staff. I'd like to take a moment just to thank the hardworking members of the Everett Police Department and on their promotions. What they do every day, serving the city, serving the community, These promotions are well-deserved. They're gonna help to uplift the Everett Police Department and help to uplift the community as a whole. So I just want to say thank you to the members of the Everett Police Department on their promotions. For all the elected officials, the difficult work that you put in every day is consequential. to shape services, priorities, improves, uplifts, and supports the experiences of all our residents. |
| SPEAKER_19 | recognition We appreciate your time and dedication and wish you a positive and productive new year and thank you for your service. |
| SPEAKER_04 | Good evening, Councillors. |
| SPEAKER_21 | recognition It's good to see most of you back. And here's for a good year. First of all, very quickly, My first question is who, knew, what, when? And that has to do with the surprise that our previous mayor signed It was the best kept secret. Wink, wink. Two hotels are coming to lower Broadway. All this is happening and nobody knew anything. It's amazing that somebody had to know something. My second, very quickly, Myself, other neighbors, friends were not able to attend the inauguration ball. We were looking forward to it for different reasons. We couldn't attend. We said, great. We're all gonna watch it on TV. |
| SPEAKER_21 | Except it wasn't on TV. I was getting phone calls. What are you talking about? Why was the ball not live streamed for your Everett residence? It was not. And I think that's awful. The same people watched the swearing-in ceremony. It was lovely. It was beautiful. but to not have that video live streamed, we all fault something is wrong. Yes, we're gonna see it later. Well. That might happen. It might not happen. So I think if we look into, are we having issues with the videos? I don't know. Thank you. |
| SPEAKER_21 | Have a good year. |
| Anthony DiPierro | Move to close public participation. |
| Stephanie Smith | Second. Motion made in second to close public participation. All in favor? |
| Anthony DiPierro | Aye. |
| Stephanie Smith | Opposed? The ayes have it. |
| Anthony DiPierro | procedural Madam President, I move to accept the minutes of the previous meetings listed on the agenda, 11-24, twice 12-8, twice 12-11. |
| Stephanie Smith | procedural Second. Motion made and seconded to accept the minutes of the previous meetings. Favorable action, roll call vote. All in favor? |
| Wayne Matewsky | Aye. |
| Stephanie Smith | Opposed? Councilman Matewsky. |
| Wayne Matewsky | Thank you, Madam President. The young lady that just spoke regarding the inaugural ball. I hope it is put on our cable TV I understand I talked to Mr. Barrett that night and he said they were videotaping it so with that being said hopefully it is on TV because I'll tell you why It has to be one of the nicest events in my 40 plus years in office. that the community got together. It was first class. I want to compliment our city clerk who orchestrated it and who ran it along with his staff. The New Mayor. I had over 14 guys. I know you were only allowed eight, but we crammed our table in pretty good. Every one of my family members and guests enjoyed it so much, and I'm still hearing about it. and that's whatever it's all about. |
| Wayne Matewsky | recognition The Connelly Center looked, according to one of my guests, like Las Vegas. The band was unbelievable. It was the best band that I've heard in many years. The catering was unreal. So, you know, it looks like we're in an upswing here. If we can start off with a beautiful event like that. and my colleagues all look great and their guests. It was the nicest event and I have to say this honestly, I've been to many balls over the years. and it was the best that I can recall. So with that, I wanna congratulate our city clerk and his staff. Thank you very much, Madam President. |
| Michael Marchese | We suspend the rules and take item 11. |
| Stephanie Smith | procedural Motion made and seconded to suspend the rules and take item 11. All in favor? Aye. Will the clerk please read item number 11? |
| Town Clerk | community services recognition Madam President, item number 11 is a resolution offered by Councilor Michael Marchese, a resolution requesting that the Crafts Group consider partnering with the city to make the payments on any funds borrowed to renovate the Pope John High School, and in turn, the city would rename the... the building after the crafts. |
| Stephanie Smith | Councilor Marchese. |
| Michael Marchese | education budget This came out a little different than it was supposed to. First of all, I'm not resigning because it makes no sense. We have people complaining. about apartments, not schools. We have people complaining about high taxes. We have people complaining about a two and a half override. And when something is presented outside the border that may provide us from borrowing money for a school for getting the improvements that they will provide us other than some bus station, everybody's up in arms. I didn't say they have to name after Bob Crafts, but it seems that all these men and women's clubs throughout the state and all these donations with the Crafts name on it don't seem to mind. If that be the point and they're going to give us 25 to 50 million to renovate a school, tell them forget about it. Why don't we just go ball the money and we'll charge another $5 million a year. I mean... Give me a break. Are you kidding me? We have all this stuff coming here. |
| Michael Marchese | education budget We have a chance to derive some money to do that school without costing people money. And I don't care what name they put on it. If they give the damn money... Give the money, take the money, build the school. And I'm not resigning so I can care less what anybody feels. That's the dumbest thing I've heard in my life. |
| Stephanie Smith | I love it. What's your pleasure, Councilor Marchese? |
| Michael Marchese | Is that all? Is it all done? |
| Stephanie Smith | Yep, it's new business. |
| Michael Marchese | procedural Revert to the mayor's office. Whether they name it after the crafts or not, I don't know how the money's being delegated, but it does say about city improvements. |
| Stephanie Smith | Would you like to also refer to the craft group? |
| Michael Marchese | And I would love to refer to the craft group. |
| Stephanie Smith | procedural Motion made and seconded to refer to the administration and the craft group. All in favor? Aye. Opposed? The ayes have it. It's new business, so only the sponsor can talk on it. Will the clerk please revert to the regular order of business? |
| Stephanie Martins | Madam Chair, I make a motion to take items number five and six combined collectively. |
| Stephanie Smith | procedural Second. Motion made and seconded to take items five and six collectively. All in favor? Aye. Close. You guys have it. |
| Town Clerk | transportation Items 5 and 6 in the petitions and licenses, Madam President, are petitions offered by Councilor Stephanie Smith as president. 5. A petition requesting the renewal of a Class 2 motor vehicle deal license for Classic Cars of Boston, Inc. at 5-7 Beecham Street. 6. A petition requesting the renewal of a lodging house license for Fenno's at 336 Broadway. |
| Stephanie Smith | Favorable action. Second. Motion made and seconded for favorable action. Will the clerk please call the roll? |
| Town Clerk | public safety procedural Both items. All papers are in order. Alcee Jabouin, Capone, DiPierro, Garcia, Marchese, Martins, Matewsky, Nguyen, Pietrantonio, Rogers, President Smith. |
| Stephanie Smith | Yes. |
| Town Clerk | 11 yeas, 0 nays, Madam President. |
| Stephanie Smith | 11 yeas, 0 nays. The items have passed their renewals. Will the clerk please revert to item number one? |
| Town Clerk | environment procedural Item number one is an order offered by Councilor Stephanie Smith as president. An order requesting approval to accept an expended donation from the Everett Bank in the amount of $300 to support the tree lighting celebration. |
| Holly Garcia | Favorable action. Second. |
| Michael Marchese | I send a letter of thanks to the Everett Bank. |
| Stephanie Smith | procedural Motion made and seconded for favorable action and to send a letter of thanks. Will the clerk please call the roll? |
| Town Clerk | Alcee Jabouin, Capone, DiPierro, Garcia, Marchese, Martins, Matewsky, Nguyen, Yes. Councilor Pietrantonio. Yes. Councilor Rogers. |
| Stephanie Smith | Yes. |
| Town Clerk | And Council President Smith. |
| Stephanie Smith | Yes. |
| Town Clerk | 11 yeas, 0 nays. |
| Stephanie Smith | 11 yeas, 0 nays. The item has passed. |
| SPEAKER_09 | Item number seven. |
| Town Clerk | zoning We're on the new business. Madam President, item seven is an ordinance offered by Councilor Katie Rogers, an ordinance recommending the amendment of Section 37, Everett, Darklands, Innovation District, EDID of the City's zoning ordinances to add data centers to the prohibited uses portion of the section's use category table. |
| Katy Rogers | procedural Rogers. Thank you, Madam President. I'd first like to make a motion to change the language here to recommending the amendment to amending. |
| Stephanie Smith | Second. Motion made and seconded to amend the item. All those in favor? Aye. Opposed? The ayes have it. |
| Katy Rogers | And I would also like to add Councilor Martins and Councilor Nguyen as co-sponsors to this piece. |
| Stephanie Smith | procedural Second. Second. Motion made and seconded to add as co-sponsors. All those in favor? Aye. Opposed? The ayes have it. |
| Katy Rogers | environment procedural Thank you, Madam President. This came to my attention after it was before the planning board that there was language that included data centers. And my understanding is that they use astronomical amounts of water, electricity, and create noise, which can be detrimental to the quality of life in Everett. So we need to be extremely cautious before allowing data centers to proceed. Per procedure, this has to first be referred to the planning board. So my motion is to refer this piece to the planning board. |
| Stephanie Smith | Before the motion, Councilor Martins is going to speak on it as she was added as a co-sponsor. |
| Stephanie Martins | Thank you, Madam Chair. On the motion, I might use some Marchese language on this, but I want to remind the members of the Council who were... in office at the time that we were taken on a tour of the site by the Davis Companies. And I actually recall clearly sitting across from one of the representatives and telling them that They did a great job in Somerville. Don't bring crap to the city of Everett. And he made that commitment. And they also had a very beautiful picture that they presented to us of trees, open spaces, multi... I mean, mixed... used buildings looking like an assembly roll. And we thought the people of Everett would have nice places that were accessible and that we could go to. And now what we see is them using deceiving tactics with language that was hidden in that master plan that they shoved down our throats. So I want to make a commitment to the people of Everett and to the Davis companies that I will work hard to dismantle anything |
| Stephanie Martins | We're talking about an exciting time for the people of Everett. for the city of Everett with the hotels and all the things we're building. And then all of a sudden you have a data center that creates no jobs and it's just that ongoing noise day and night non-stop that leads to heart failure and high cortisol levels. There are studies proving this. It's not the time for this. It's the 21st century for the city of Everett. And with that, I second the motion to refer to the planning board. |
| Stephanie Smith | procedural zoning Motion made and seconded to refer to the planning board. All those in favor? Aye. Opposed? The ayes have it. As amended. Sorry. |
| Town Clerk | I know the item's over, but I'm sorry, were there two amended sponsors, Martins and someone else? |
| Katy Rogers | And Councilor Nguyen. |
| SPEAKER_04 | Okay, thank you. Our next item is number eight. |
| Town Clerk | taxes procedural Madam President, resolution offered by Councilor Guerlain, Alice Jabouin, that the assessor appear at the next meeting and explain the new assessments to the public. |
| Stephanie Smith | Councilor Alice Jabouin. |
| Guerline Alcy Jabouin | taxes community services Thank you, Madam President. Just want to extend an invitation to a representative from the assessor's office to come and explain to the community. I think there's a lot of Confusions and it will be nice to hear from them what formula was used to so people could get a better understanding of their taxes. So I would ask that they come to our next meeting. Second. |
| Stephanie Smith | procedural taxes Motion made and seconded to refer to the assessor's office. All those in favor? Aye. Opposed? The ayes have it. I just wanted to make a note that anything that is going to be referred and we ask them to come before us, we've been asked by the administration to provide questions so that they know what specifically there's questions on as I know they just did a presentation a few weeks ago so if we could provide to the assessor specific questions that you would like to be answered the Wednesday before the meeting. that would be much appreciated so they can have the answers at the meeting. |
| SPEAKER_04 | Thank you. |
| Town Clerk | transportation Item number nine, Madam President, is a resolution offered by Councilors Michael Marchese and Holly Garcia and Katie Rogers. A resolution requesting an update from the Traffic Commission on an item referred to them on October 27th, 2025, CO319-25 regarding the usage of bike lanes and sidewalks by motorized vehicles. |
| Holly Garcia | transportation Councilor Garcia. Thank you, Madam President. Yes, so you and I both attended the Traffic Commission meeting in December where this was discussed, and there is legislation being created in the Statehouse right now to focus on this. So my suggestion for this piece would be to refer back to sponsor, but I'll let our co-sponsor add to it. Councilor Marchese? |
| Michael Marchese | Yes, I... I was following something that was proposed, I don't know what the state's doing, I saw something that was proposed in New Jersey regarding the motorbikes and everything. I missed the meeting that's why I was bringing this back to find out where it was and if it's already presented to the state and so be it. So at least we know where it is. And I kind of dropped the ball. I missed the meeting. That's all. I'm glad you guys appeared there. But as long as I know there's something working on it. Thank you. |
| Stephanie Smith | procedural Do we have a second to... All right, motion meeting seconded to refer back to sponsor. All in favor? Aye. Opposed? The ayes have it. Item is to refer back to sponsor. |
| Town Clerk | public safety recognition Item number 10, Madam President, is a resolution offered by Councilor Michael Marchese. A resolution requesting an update from the Veterans Services Office on an item referred to their director for action on February 10th, 2025, C.O.O., 56-25, regarding the dedication of a veteran square at the corner of Woodville and Main Streets in the name of Corporal Salvatore F. Sachetta. |
| Stephanie Smith | Councilor Marchese. |
| Michael Marchese | Yes, I'd like to add, Councilor Pepton-Tony, which was one of the sponsors. Second. If I could. |
| Stephanie Smith | I believe we proposed this about six months ago and I don't know they haven't |
| Michael Marchese | recognition community services public safety have done very much of our dedications. So I think it's pretty important that Sal Cicetta was a counselor, he was a veteran, and if anybody knows Sal Cicetta, he was a great man. and I think it's time that we bring it up and we do it properly for them. |
| Stephanie Smith | I think there are some others that want to be Councilor Pietrantonio. |
| Peter Pietrantonio | recognition Yeah, Sal was a big part of me running for council. And I mean, a big name, Sechetta's a big name in this city. And I think it'd be really, really, I think the Sechetta family would really appreciate this if we can pull this off. I know I was trying to get Judge Desiderio's plaque for the last two and a half years. Couldn't ever get it done. Maybe with the new administration we can get these plaques up. I know there's a bunch of them that have to get up. Let's get Sal's up, let's get George's up, and let's get all these other veteran plaques up like they should be. Thank you. |
| Stephanie Smith | And just from the chair, there's a few others that would like to be added as co-sponsors. So can we just add the entire council? Motion to add the entire council. |
| Michael Marchese | Second. Second. |

| Town Clerk | Number 12, Madam President, is a resolution offered by Councilor Stephanie Martins that the administration provide a copy of the MOU recently signed with Wynn and the agreement with the Kraft Group signed at the end of the previous administration. |
| Stephanie Martins | Martins. Thank you, Madam President. So in true DeMaria fashion, this was signed last minute, docusigned from Aruba last minute, and nobody got any information, especially the legislative body. So I would like to refer this item to the administration. I understand that they were incredibly proactive and we already received the MOU for the win signature. but not the craft yet. So I would like to refer the item to the administration requesting that we also receive the agreement signed with the crafts. Second. |
| Stephanie Smith | procedural Motion made and seconded to refer item number 12 to the administration to receive the Kraft Group Amendment in addition to the MOU. All those in favor? Aye. Opposed? The ayes have it. Item referred to the administration. |
| Town Clerk | Item number 13, Madam President, is a resolution offered by Councilor Stephanie Martins that the administration provide copies of the MOUs signed by the organizations that received opera funds. |
| Stephanie Martins | Council of Martins. Thank you, Madam President. So we spent at least three months asking for this from the last administration. We just want to see the actual agreement signed. So we can make sure that everyone that received ARPA funds are complying with their requirements and if there were any requirements for them to comply with. So I would like to refer this item to the administration and request the copies of the MOU that were signed by the organizations receiving ARPA funds. Second. |
| Stephanie Smith | If I may from the chair, I think someone wants to be added as a co-sponsor. |
| Stephanie Martins | Who wants to? Oh, so I'll make a motion to add Councilor Alastair Jabouin as a co-sponsor. |

| Michael Marchese | Motion to adjourn. |
| Town Clerk | procedural Our final item of the evening, Madam President, is a resolution offered by Councilor Stephanie Martins that the administration revise the process for disbursement of opera funds to businesses to award businesses that were deliberately disqualified. |
| Stephanie Martins | Councilor Martins. Madam President, I would like to make a motion to add Councilor Alcee-Jabouin as a co-sponsor. |
| Stephanie Smith | Second. Motion made and seconded to add Councilor Alcee-Jabouin as a co-sponsor. All those in favor? Aye. Opposed? |
| Stephanie Martins | recognition The ayes have it. We all know that we also had a few months of fighting with this and we had some businesses in Everett that were certainly hit by COVID that were disqualified, perhaps due to personal preferences. and if they are in the city of Everett, they should have received it just like the businesses that weren't even open during COVID that received it. So I'd like to refer this item to the administration so they can revise the process and hopefully award the businesses that were left out either deliberately or due to lack of communication. So all of them can take advantage of this program. |
| Holly Garcia | Second. |
| Stephanie Smith | procedural Motion made and seconded to refer item 14 to the administration. All those in favor? Opposed? Motion to adjourn. I said great first meeting. |
